I wish to acknowledge receipt of your queries and I am able to provide you with an immediate response.

I have spoken to the directorate of People Services who have provided me with the following information in response to your queries.

The council discharges its statutory function in line with Working Together 2013 and section 14 of the Children Act 2004 to the Local Safeguarding Children’s Board (LSCB). All managers and staff at RCBC are responsible for collecting and collating information on child abuse perpetrators and reporting this to LSCB.

May I take this opportunity to inform you that whilst LSCB's are not public authorities for the purposes of FOI and are therefore not covered by the Freedom of Information legislation, The Council has chosen to provide you with the above information and the former response you received in order to assist you with your queries.

The LSCB is a multi agency statutory board chaired independently and is subject to Ofsted inspection process.

Request for information under the freedom of information act.

Please will you kindly tell me what the (a) gender and (b) familial relationship was to the child victim of offenders in substantiated child abuse cases in the area which you have a duty to protect children from abuse for the last full year which figures are available, broken down by (i) physical abuse, (ii) emotional abuse, (iii) sexual abuse and (iv) cases of neglect.

Our Response:

I can confirm we do hold the information requested but we do not collate this type of information in the format in which you have requested it.

The FOIA 2000 requires that a public authority work within a cost limit of £450 for each request. In order to satisfy your request for information, as of 31st December 2013 we had in excess of 197 Child Protection Plans in place. To examine these at approximately ten minutes per record would take in excess of 18 hours. Therefore it has been determined that the authority would exceed this cost limit. Your request is therefore refused under Section 12 of the FOIA 2000 as to comply would exceed the cost limit.
