Dear Andy Marshall,
Please will you kindly tell me:
(a) the council authority, council officer and the name of that officer, who decides on what information on child neglect and abuse is collected & held by your council;
(b) the means by which that person is held to account by a member of the public for their performance in discharging that public function;
(c) the council authority, the council officer and the name of that officer, responsible for your child protection policies;
(d) the means by which that person is held to account by a member of the public for their performance in discharging that public function;
(e) how the function in (c) is properly discharged and held accountable for policies which would best effectively protect children from abuse if the person referred to in (a) does not collect any information on child abuse perpetratration?"
Dear Mr Mortimer
Thank you for your request of 28 December in which you asked for information about both gender and familial relationship to victims of offenders in substantiated child abuse cases broken down by (i) physical abuse, (ii) emotional abuse, (iii) sexual abuse and (iv) cases of neglect.
Oxfordshire County Council is not the main body responsible for prosecution of offenders. As such, we do not hold the information you have requested. This information may be held by the Police or Crown Prosecution Service and I have included their contact details below.
To advise and assist, however, if your request is relating to information about proceedings undertaken by Oxfordshire County Council in the Civil Courts, this is information that we may hold. Therefore, should you wish to receive this information, if held and subject to any exemptions applying, please let us know and we will log your request as a new request.
Please let me know if you have further enquiries. I would be grateful if you could use the reference number given at the top of this email.

We now need more people to join this group or to simply start asking our public servants for the proof that they are acting in the public's best interests. If the right people ask their friends to join this group they will & some of the best people won't need to be asked. All it takes to make real progress is a little bit of co-operation. The change will be how we use the Internet.
