Dear Lewis Freeman,

I am referring to child abuse perpetrator information & what I want to know is are Norfolk County Council's child protection policies based on this information & if not, who are your child protection policies designed to protect children from?

Best regards Dave

Dear Mr Mortimer,

Thank you for your email, however, I still don't understand your second question i.e. "who her child protection policies are designed to protect children from if they are not based on this information?". What do you mean by, "who her child protection policies are designed to protect children from?", child protection policies are designed to protect children from abuse, harm and criminal activity. Please can you also confirm what you mean by "based on this information"; what information are you referring to?

Regards,

Lewis

Dear Sharon Revell,

Please will you kindly tell me if Sheila Lock has made a formal complaint about what types of child abuse information is collected & held by Norfolk County Council in the last 12 months?

Please will you also tell me who set the criteria for what types of child abuse information is collected & held by Norfolk County Council?

Best regards Dave

Dear Mr Mortimer,

I am writing to confirm that Norfolk County Council has now completed its search for the information you requested in your correspondence received on 23 February 2014.

In accordance with the provisions of the Freedom of Information Act 2000, I have now processed your request.

You Asked:

The council authority, council officer and the name of that officer, who decides on what information on child neglect and abuse is collected & held by your council;

Our Response:

Sheila Lock, The Director of Children's Services, Norfolk County Council.

You Asked:

The means by which that person is held to account by a member of the public for their performance in discharging that public function;

Our Response:

Norfolk County Council Scrutiny Panel

Children Act Complaints process where eligible

Norfolk Safeguarding Children Board (NSCB)

OFSTED

You Asked:

The council authority, the council officer and the name of that officer, responsible for your child protection policies;

Our Response:

Sheila Lock, The Director of Children's Services, Norfolk County Council.

You Asked:

The means by which that person is held to account by a member of the public for their performance in discharging that public function;

Our Response:

Norfolk County Council Scrutiny Panel

Children Act Complaints process where eligible

Norfolk Safeguarding Children Board (NSCB)

OFSTED

You Asked:

How the function in (c) is properly discharged and held accountable for policies which would best effectively protect children from abuse if the person referred to in (a) does not collect any information on child abuse perpetration?

Our Response:

The County Council does collect information on perpetration in individual cases where that information comes to its notice and it is legal to do so.

Effective child protection is always multi-agency. Where there are allegations of abuse, intelligence and relevant information is shared between the County Council and other partners including the Police in line with the NSCB information sharing protocol

This response will be published without identifying any personal data on the Norfolk County Council Freedom of Information website
