Please will you kindly tell me (A) why Newport City Council does not collect & hold information on child abuse perpetrators & (B) if Newport City Council's child protection policies were formulated using child abuse perpetrator information & if not what information was used?

Regarding you recent FOI request - Relationship of child victim to offenders

I have been informed that the organisation that hold this information is the Police Service - you need to contact Gwent Police and South Wales Police.

If you narrow or rephrase the scope of your request the Council may be able to provide the information free of charge because it would cost less than the appropriate limit to do so. Any reformulated request in relation to your request the Council receives from you will be treated as a fresh FOI request.

If you have any queries about this email or if you are unhappy with the service you have received in relation to your request and wish to make a complaint or request a review of our decision, please contact me.

Dear Mr Mortimer

I am writing regarding your Freedom of Information Request which was received on. I can confirm that Newport City Council holds information with the description specified in your request. I have been informed by the relevant section that we would need to look through the minimum of 200 children’s files at approximate of half an hour each to retrieve the information from each file, therefore the minimum hours that it would take would be 100 hours

However the Newport City Council has estimated that it will cost more that the appropriate limit to consider your request. The appropriate limit is specified in regulations and for local government is set at £450. This represents the estimated cost of one person spending 18 hours in determining whether the Council holds the information and locating, retrieving and extracting the information. Consequently, the Council is not obliged by the Freedom of Information 2000 to respond to your request(see section12(1).

If you narrow the scope of your request the Council may be able to provide the information free of charge because it would cost less than the appropriate limit to do so. Any reformulated request in relation to your request the Council receives from you will be treated as a fresh FOI request.
