Thank you for your correspondence dated 18 April 2014 requesting information under the above Act, received by Kettering Borough Council on 22 April 2014. You have requested the following information and I am able to advise you accordingly:
Kindly confirm if you are aware there is no legislation or regulations which specifically requires local authorities to collect and hold information on child abuse perpetrators or for them to use that information to formulate their child protection policies. Nor is this information available for Government to use that information to formulate their child protection policies.
Your enquiry is not technically a request for information as recognised by the Freedom of Information Act 2000. We can only provide an answer for Kettering Borough Council and not those authorities which are responsible for safeguarding children. Our functions do not primarily cover the safeguarding of children therefore we do not collect or hold information in relation to child abuse perpetrators, neither do we report to Central Government in relation to this matter – if we are concerned about the welfare of any child, the matter is reported to Northamptonshire County Council who are the responsible authority for Children’s Social Services.

No, we are not aware of what information NCC does or does not collect as part of their duties for Safeguarding Children
who your child protection policies are designed to protect children from if they are not based on this information?
As advised in our previous response dated 21 January 2014, we are not the responsible authority for Children and Young People Services, although all adults have a duty to protect and safeguard children. Any policies in relation to the Safeguarding or Protection of Children will be held by Northamptonshire County Council, please view the information on their website:

The a) gender and b) familial relationship was to the child victim of offenders in substantiated child abuse cases in the area which you have a duty to protect children from abuse for the last full year which figures are available, broken down by i) physical abuse ii) emotional abuse iii) sexual abuse and iv) cases of neglect
